Responsabilidad de Los Servidores Publicos: del Castigo a la Confianza
Resumen del Libro
Throughout its three sections, this book presents, under a historic, political and social view, the difficulties that exist about the performance of public servants and the deficient regulations that rule over them. In the first chapter, it explains in a critical way the definition of being a public person and base on that what a public servant is or should be. The next chapter gives a brief historic-political outline inside the context of the different modifications the concept of public servant has had and the delimitation of their specific tasks for the common wellbeing. The third and last chapter, is a suggestion to resolve this issue, in here it is proposed in a more clear way, the necessity to retake a system of values that will not only be legislative, but also ethical, that will allow the main organ (the institution) and the holder (the servant) to have a compliance on the duties of the public servants, meaning that they dont have to be completed because of a punishment but because they had built a relationship of trust between them.
