Durante los siglos XVI y XVII, gran parte de la Real Audiencia de Quito es un territorio de frontera. En la mitad septentrional, la autoridad de los funcionarios coloniales se limita a los valles se­rranos y solo en algunas ocasiones se extiende hacia el territorio situado en los contrafuertes andinos. Aunque la población de Qui­to no se encuentra directamente amenazada por los indígenas hostiles, a uno y otro lado de la ciudad, tanto al este como al oeste, es posible encontrar, apenas a un par de jornadas, grupos indíge­nas hostiles, denominados "indios de guerra" en los documentos...
