Nació el 21 de Diciembre de 1959, en San Juan, Puerto Rico. Graduado de la Universidad de Puerto Rico en 1981 con un Bachillerato en Artes en Educación General. Se graduó de la Escuela de Derecho de esa Universidad en 1984. Soltero, tiene dos hijos, Arturo Javier y Ana Isabel Dávila Martínez. Ejerció la profesión del derecho, especializándose en el Derecho Penal y fue Juez de 1992 al 1997.
